Bayliss Decorators, led by Jamie Bayliss, was a capable decorating and finishing contractor doing almost entirely residential work. The commercial packages — schools, government buildings, shop-fitting, industrial units — are awarded by main contractor supply chain managers, quantity surveyors and procurement teams who had never heard of the firm. There was no structured way to reach them.
